Rotbart (née Peisikova) Victoria Feliksovna (15 June 1960, Leningrad, now Saint Petersburg) — telecommunications engineer.
Victoria Rotbart was born into the family of office employees.
In 1983 she graduated from the Riga Polytechnic Institute with a degree in automatic telecommunications. Alongside her studies, she worked as a librarian at the Republican Scientific and Technical Library (1977–1980), and from 1980 to 1984 as a senior technician and engineer at the Riga branch of the Central Research Institute of Communications.
