He served as dayan and rabbinic decisor after the passing of the aforementioned R. Yisrael Friedman (in 5604) for about a year, and then traveled to the Land of Israel.
A responsum to him appears in the responsa Zikaron Yaakov, section 39, dated 15 Kislev 5605, calling him “our master R. Yaakov, rabbinic decisor of the holy congregation of Mitave.”
