In 1930 he completed eight grades of a Romanian secondary school in Chernivtsi. Before the Second World War he worked at a metallurgical factory in the same city. He was later mobilised and, until 1947, worked at a military timber enterprise of the Main Construction Administration in the Mari ASSR.
He moved to Kazan, where he worked as a procurement agent for the artel Pishchevik (1948–1950), then for the artel Pobeda in Zelenodolsk, Tatar ASSR (1950–1951), and for the artel Promavangard in Kazan (1951–1952).
In 1953 he moved to Riga and worked as a weaver in the artel Taupība. He later returned to Kazan, working as a mechanic at a sewing and knitwear factory (1954–1957). He again moved to Riga, where he worked as a machine fitter at the artel Promprodukt (1957–1958), then in 1959 as a technician at the textile factory Rekord, and the same year as a technician for weaving equipment at a haberdashery factory in Kazan.
In 1960 he returned once more to Riga, working as a technician at the Rekord textile factory (1960), at the decorative textiles enterprise Sakta (1960–1961), as a repair worker at the textile factory Sadarbs (1962), as a repair mechanic at the Tekstiliana factory (1962–1964), as assistant foreman at the Research Institute of Light Industry (1964–1966), and as assistant foreman at the textile combine Saule (1966–1969). In 1970 he worked there as a repair worker.
He was married to Berta Iosifovna Podkamen (née Gurevich, born 1911; divorced in 1960). Their daughters were Tsilya Iosifovna Podkamen (born 1949, Kazan) and Dora Iosifovna Podkamen (born 1949, Kazan).
In 1971 Iosif Podkamen received permission to emigrate to Israel, where his sister Ester Yankelovna Alper (née Podkamen, born 1920, Khotyn) had been living since 1965.
