Rakhil Minkova was born into the family of Boris Naumovich Lipengolts (1869, Glubokoye, Vitebsk Province, Belarus – 1942, murdered by the Nazis in the Riga Ghetto) and Fruma Isaakovna Lipengolts (née Mirman) (1879, Glubokoye – 1941, Riga). In 1910, the family moved to Riga, where she completed secondary school in 1921.
From 1922 to 1940, she worked as a bookkeeper at the “Sekund and Grinvald” bakery and in private shops. In 1940–1941, she was employed in a city industrial trade store. In 1941, she was evacuated to Monetnaya railway station in Sverdlovsk Oblast, where she worked as a laborer, buffet attendant, and head of a canteen at the “Pravda” collective farm (1941–1945).
After returning to Riga, she worked as a sales clerk and tray vendor at the buffet of Riga-1 railway station (1945–1947). From 1947 to 1952, she was a sales clerk in the Sadarbība artel. In 1952–1955, she worked as a bookkeeper in the self-financing shoe shop of the Latcoopins Union artel. From 1955 to 1960, she was a sales clerk in the 2nd City Industrial Trade organization. In 1960–1961, she kept house. From 1969 to 1979, she worked first as a junior and later as a senior sales clerk in the Riga City Municipal Trade organization.
She was married to Isaak Mendelevich Minkov (1903, Riga – 1945, killed at the front during World War II). Their son was Lazar Arkadyevich Minkov (1929, Riga).
In 1979, Rakhil Minkova received permission to emigrate to Israel, where her cousin Feiga Mikhailovna Minkova (née Lipengolts) (1908, Riga) had been living since 1966, and where her son Lazar Arkadyevich Minkov (1929, Riga) had lived since 1973.
