Mikhail Milinevsky was the son of Iosif Mordukhovich Milinevsky (1911, Meleni, Korosten District, Zhytomyr Region — 1957, Riga) and Genya Movshevna Melenevskaya (née Gekhtman) (1910, Khodaki, Korosten District, Zhytomyr Region — 1980, Riga). He completed eight years of school at School No. 35 (1967, Riga) and then attended Vocational Technical School No. 40 (1969, Riga). He worked as a milling machine operator at a machine-building plant (1969–1970) and served in the Soviet Army (1970–1972, Noginsk, Moscow Military District; Novgorod, Leningrad Military District). After returning to Riga, he worked as a milling machine operator at the “Rigaselmash” factory (1973–1981).

In 1975 he married Taibe Borisovna Milinevskaya (née Cherfas) (born 1950, Rēzekne), and they had two children: Iosif Mikhailovich Milinevsky (born 1975, Riga) and Faina Mikhailovna Milinevskaya (born 1976, Riga).

In 1981 he received permission to emigrate to Israel, where his wife’s sister, Asya Borisovna Balkina (née Cherfas) (born 1953), had been living since 1979.
