Kogan Zelman Moiseyevich (April 15, 1918, Kherson) — salesman.

In 1921, Zelman’s father, Moisey Kogan (1890–1921), passed away, and the family moved to Kharkov, where Kogan completed seven grades of elementary school. In 1930, his mother, Rozalia Kogan (née Shteinberg) (1892–1941), remarried, and the family relocated to Donetsk.

In 1937, Zelman Kogan graduated from tax inspector training courses in Donetsk. At the beginning of World War II, he was evacuated to Tashkent. In 1946, he married Raisa Kogan (née Sausheva) (b. 1927), a Russian native of Tashkent.

In 1945, Kogan and his family moved to Riga, where he worked in the food industry as a department manager, store manager, and salesman.

In 1958, he was accused of embezzling state property and sentenced to four years in prison. After serving a year and a half, he was released early by a decision of the Supreme Court of the Latvian SSR and reinstated to work, serving as expediter, salesman, and senior salesman in the Riga Food Trade Association (Rizhsky Pishchetor).

In 1977, Zelman Kogan applied for permission to emigrate to Israel, where relatives of his mother lived. Later, he and his wife and daughter Luiza Varshevits (née Kogan, later Petrova) (b. 1946) settled in Ontario, Canada.
