She’el Golansky was born into the family of Ilya Savelyevich Golansky (1911, Viļaka, Latvia), a driver, and Zelda Lvovna Golanskaya (née Levina) (1915, Novgorod), a homemaker.
He worked in Riga as an electrical fitter at the VEF plant (1961–1962), at Hospital No. 289 (1962–1963), and at the “Elektron” shop (1963–1965). He served in the Soviet Army in Riga (1965–1966). After demobilisation, he studied at and graduated from GPTU-34 (City Vocational School No. 34) in 1967. He then worked as a photographer at Rīgas Foto (1967–1968) and as a vocational training instructor at GPTU-34 (1968–1971).
He was married to Sima Bentzionovna Golanskaya (née Shvey) (born 1945, Riga); the couple had no children.
In 1971, he received permission to emigrate to Israel, where his paternal uncle, Yosef Savelyevich Golansky (born 1913, Viļaka), was already residing.
