Moisey Glikman is the son of Leo Glikman (1904–1984), a gynaecologist and one of the founders of the Soviet public health system in Jelgava, as well as a Second World War veteran.
He graduated from the Riga Medical Institute in 1970, completed postgraduate studies, and in 1978 defended his candidate’s dissertation on the topic: “The Role of Heredity in the Aetiology of Dental Caries.” From 1970 to 1979, he worked as a dental surgeon at the Jelgava Central Hospital. From 1979 to 1989, he served as Chief Dental Officer of Jelgava and the Jelgava District.
In 1990, he emigrated to Israel, where he continued his dental practice. His dissertation findings are widely cited in academic literature.
