Born in Friedrichstadt (Jaunjelgava) in the year 5607 (1847), where his father served as rabbi.
A descendant of R. Shmuel Teomim Ashkenazi, rabbi of Mitau, author of the responsa Makom Shmuel.
Son-in-law (stepson-in-law) of the aforementioned R. Yisrael Rivlin.
Rabbi here from the year 5683 (1923).
He did not wish to serve in the rabbinate, but when he returned to the town after the First World War he agreed to the community's request and took upon himself the rabbinical position without receiving a salary.
He passed away in the year 5697 (1937).

His letter to the man of kindness, R. Mordechai Dubin:
With God's help! The day that was doubled in its being good, parashat “for I shall surely bless you,” in the year “blessing and peace and kindness” by the abbreviated reckoning.
11 Marcheshvan 5687, Dankre.
May God ordain blessing for the dear and distinguished friend, renowned for name and praise, elevated greatly in Torah and in pure fear [of Heaven], rejoicing to do good with joy, seeking the good of his people etc. etc., Mr. Mordechai Dubin, faithful envoy, may he live long.
After inquiring after his good health!
Relying on the promise of our honored friend to be our voice and advocate before the minister in the Department of Spiritual Affairs and to submit to him the petition regarding the elections that were held in the house of prayer called “synagogue” — and due to a reason not dependent on those entitled to vote, it was not sent properly in its time, and moreover, the signature of one of the scribes (the chancellors) was missing — we are therefore confident, with God's help, that the minister will be willing to receive from his honor's hand the petition and the protocol, and will validate the elections according to the law, and will send in the name of the assembly chairman the words of confirmation; we offer him our double and redoubled thanks in advance for his trouble, and request that he submit without delay the protocol and the petition, which are herewith sent to his honor.
And I say peace and blessing to his honor with the priestly blessing, which encompasses all, and my son-in-law and the members of his household, may they live, also greet and bless his honor with all good.
And I am his friend who honors him and blesses him that God's will shall prosper in his hand and raise high the banner of Torah and of Israel, as expressed by one who awaits salvation:
Yechiel, son of the rabbi our teacher R. Uri Lipman HaKohen, may the memory of a righteous and holy man be for a blessing, Friedman.
