In Yahadut Latviya, p. 413, note, it is written: “Of the history of the town of Kraslava they relate: there was an estate in Kraslava belonging to Count Plater; he wished to turn the estate into a city and went to Vilna and appealed to the city's leaders to give him a rabbi from Vilna and also distinguished householders, and he would provide for their livelihood. They proposed to him R. Zalman Charif, one of the great rabbis of Vilna, and prominent householders to settle in Kraslava; Count Plater settled them on his estate, provided them with an honorable livelihood, and so established the city.” In Pinkas HaKehillot, p. 226, it is written that this was in 5524 (1764).
