Broder Rafail Iosifovich (12 May 1941, Riga) — driver.
From 1958 to 1960, Rafail Broder worked as a locksmith at the Daugava factory. From 1960 to 1963, he served his compulsory military service in the ranks of the Soviet Army.
From 1970 to 1980, he was employed as a driver at the Riga Taxi Motor Park. In 1982, he was prosecuted under Article 88 of the Criminal Code of the Latvian SSR (embezzlement of state funds). Subsequently, the case was closed; however, Broder remained under operational and reference surveillance.
Rafail Broder’s father, Iosif Broder (1914–1943), was killed at the front in 1943.
Broder made repeated requests for permission to emigrate from Latvia, but these were consistently denied.
